Twitch Clips may be available in landscape and portrait versions. Landscape normally suits web and 16:9 editing; portrait is prepared for mobile-first 9:16 delivery. The best choice depends on the destination and on which versions Twitch exposes for that Clip.
What Twitch officially provides
Twitch’s Clips help page says that a portrait version can be generated next to the landscape Clip. It also notes that a missing portrait download can mean the portrait version has not been created for that Clip. Availability is therefore not identical for every item.
Choose before downloading
Use landscape for:

- gameplay where the full frame matters;
- projects that will create several crops later.
Use portrait for:
